If it is for missioning, drop the armor plates, you won't need them if the resists are decent.
Fit a medium armor repair and a capacitor power relay instead.
(higher quality if you can, you'll want the setup as close to cap stable as you can get it)
for missions active tanking usually is the way to go. (unless you're in a drake or nighthawk or something)

Ehm, that's not really true. NOS works just fine in missions, you can probably suck on a frig for 30 seconds or so with a medium NOS before the cap gain is to low to continue, but then you just switch to another, there's usually plenty of targets. Running your tank of NOS is a bit risky ofcourse, but works well enough.

That setup lasts 3 minutes and 18 seconds with my skills if the NOS are turned off.
With sufficient frigates around I've had it running for atleast 20, NOSing on frigates the whole time.
